海南省是我国最大的经济特区，建省办特区12年以来，实行“以开放促开发、以开发支持开放”的方针，充分利用优惠政策，大力引进外资和自筹资金，投资强度加大，经济发展迅速。海南社会经济十五计划建成初具成效的生态省，形成海岛型特色经济，初步实现全省区域经济协调发展。其中，加快中部地区社会经济发展是实现区域经济协调发展的基本内容，是扩大内需，促进全省国民经济持续快速健康发展的重要途径。因此，加快中部地区社会经济发展具有重大意义。
