我国正处于全面建成小康社会的决定性阶段,生态环境保护事业的推进已进入攻坚期和深水区,所需面对的生态文明体制改革、发展、稳定任务之重史无前例,矛盾风险挑战之多亦空前未见。俗语言:“众人拾柴火焰高,三家四靠糟了糕。”生态文明建设是属于全中华民族的事业,生态文明建设更是关系到广大人民群众切身利益和根本利益的事业,公众参与是生态文明建设得到实现的基本保障,生态文明建设必须紧密结合公众,依靠公众。因此,就新形势下公众参与生态文明建设法治保障展开研究,具有重要的意义。
