在我国的省级行政区中,省行政区是一种一般的行政区,但相对于其他各类省级行政区而言却具有其自身特征。在“政治锦标赛”模式逐渐成为对央地关系影响较大的一种调节方式的大背景之下,在央地关系的处理过程中出现了诸多问题,而这些问题在各省行政区又体现得尤为突出。针对“政治锦标赛”模式下各省行政区所存在的种种问题,应当从全局考虑,采用阶段化的方案解决问题,以理论发展为先导,以制度改革为突破口,以地方政权民主化和央地关系的法治化为最终手段,从各个层面有效破解,以促进改革的继续推进。
