目的:对江浙粤三省疾病预防控制体系物力资源状况进行比较研究,为卫生行政部门进行合理资源配置提供依据。方法:利用江浙粤三省卫生年鉴和疾控中心年鉴数据进行比较研究。结果:通过三省疾控体系物力资源情况比较可以看出:①广东疾控工作用房面积最大,江苏次之;江苏省级疾控机构工作用房和实验室用房面积和增幅最大。②广东省级疾控机构对房屋建设呈高水平持续投入,浙江以低水平持续投入,江苏仅在2004年一次性投入。③房屋建设单位资金自筹情况江苏最多。设备建设方面,广东疾控仪器设备资产总值最高,江苏第二,江苏市级增幅最大,浙江县级增幅最大。省市县三级仪器设备2005年比2002年提高幅度江苏最高。结论:江浙粤三省中,江苏各级疾控房屋设施和设备资产都有较大幅度增长,但自筹资金较多,造成一定隐患,建议政府有计划长期给予必要的投入。
OBJECTIVE: To compare the material resources of disease prevention and control system in three provinces of Jiangsu, Zhejiang and Guangdong provinces, and to provide the basis for the rational allocation of resources of health administrative departments. Methods: By using the yearbooks of health yearbook of Jiangsu, Zhejiang and Guangdong Provinces and CDC, comparative study was made. Results: Through comparing the material resources of disease control system in three provinces, it can be seen that: ① The area of disease control and control in Guangdong is the largest, followed by Jiangsu; and the area and the increase of lab buildings and laboratories in CDC of Jiangsu Province are the largest. ② CDCs in Guangdong Province continued to invest in housing construction at a high level. Zhejiang continued to invest at a low level. Jiangsu only invested a one-time investment in 2004. ③ housing construction self-financing situation in Jiangsu up. In terms of equipment construction, the total assets of disease control and control equipment in Guangdong was the highest, followed by Jiangsu in the second place, with the largest growth in Jiangsu and the largest increase in Zhejiang. Provinces and cities and three levels of equipment in 2005 than in 2002 to increase the highest in Jiangsu. Conclusions: Among the three provinces of Jiangsu, Zhejiang and Guangdong, the assets and facilities of disease control and housing at all levels in Jiangsu Province have increased substantially. However, the self-raised funds are relatively large, causing some hidden dangers. It is suggested that the government should make the necessary investment in a long-term plan.
