一、概述近年来，随着城市化进程的加快，城市区域内的生态环境、水文要素、地面植被、产汇流规律均发生了变化，许多大中城市先后不同程度遭受暴雨洪水的袭击。暴雨导致城区大面积出现积水与内涝．造成短时间城市交通瘫痪，人员伤亡不断攀升，灾害损失较为惨重。
