票证的发行和使用早在1921年中国共产党刚刚成立之初的井冈山地区就已经开始,如当时发行的“中华苏维埃共和国临时中央政府临时借谷证”、“群众借谷票”等都是红军向群众借粮的凭证。作为战时粮草的配给方式,这类票证对于战争的贡献卓越,尤其是解放战争时期更是革命军队在人民群众支持下浴血奋战的见证。山东省博物馆珍藏有山东省粮食总局在解放战争时期发行的不同类型的粮草票,笔者通过细致整理并结合相关文献资料
