生态工业园是指园区内企业之间以“副产品”为中介实现共生,形成工业生态系统的新兴工业园区形态。生态工业园区大幅度减少了工业园对自然生态系统的破坏,被广泛认为是未来工业园发展的方向。但是,生态工业园单纯依靠园区内部企业自身发展起来的共生关系过于简单和相对脆弱,其所构成的工业生态系统自我调节能力不强。因此,生态工业园的长期可持续发展需要合理规划与战略管理。本文基于耗散结构论提出生态工业园的战略管理模型,强调生态工业园低熵状态的维持是其系统保持有序结构的关键。
Eco-industrial park refers to the intra-park enterprises to “by-products ” as an intermediary to achieve symbiosis, the formation of industrial ecosystems of emerging industrial park morphology. Eco-Industrial Park has greatly reduced the destruction of natural ecosystems by industrial parks and is widely considered as the direction for the development of industrial parks in the future. However, the symbiotic relationship developed by the eco-industrial parks based solely on the enterprises themselves in the park is too simple and relatively fragile, and the industrial ecosystems it comprises are not self-regulating. Therefore, the long-term sustainable development of eco-industrial park needs rational planning and strategic management. Based on the dissipative structure theory, this paper proposes the strategic management model of eco-industrial park. It is emphasized that the maintenance of low entropy state in eco-industrial park is the key to maintain its orderly structure.
