党的十八大报告给新闻界提出了构建和发展现代传播体系的重大命题。中央主要媒体要继续大步走出去;边疆省区主流媒体要走出国门,面向所在区域开展传播交流,从而从两个侧面加强中国的国际传播能力建设。现代传播体系由核心层、紧密层、半紧密层、松散层组成,必须以党报党刊、电台电视台、通讯社为核心,以确保党和政府的话语权。 The 18th National Congress of the Communist Party reported to the press the major propositions for building and developing a modern communication system. The major media in the central government should go big strides forward. The mainstream media in frontier provinces and autonomous regions should go abroad and conduct communication and dissemination in their respective regions so as to strengthen China’s capacity for international communication from two aspects. The modern communication system consists of a core layer, a compact layer, a semi-compact layer and a loose layer. It must take the party newspaper, radio and television stations and news agencies as the core to ensure the party’s and government’s voice.
