药品回扣是狭义上的回扣即暗扣,指在药品销售过程中,制药厂用现金,实物等方式采用账外暗中的手段退给药品购买单位一定比例价款的行为。对药品回扣的治理进行探讨,对治理药价虚高、减轻老百姓负担、缓减医患矛盾构建和谐社会具有重大意义。本文通过对药品回扣的概念、特征、流程及其成因的分析,提出治理我国药品回扣的对策。
Drug rebate is a narrow rebate that dark button, refers to the pharmaceutical sales process, the pharmaceutical companies in cash, in-kind and other means of using accounting secretly returned to the drug purchase unit a certain percentage of price behavior. The discussion on the management of drug rebate is of great significance to the management of the high price of medicines, reducing the burden on ordinary people, alleviating the contradictions between doctors and patients and building a harmonious society. Through the analysis of the concept, characteristics, process and causes of drug rebate, this paper puts forward the countermeasures to control the rebate of drugs in our country.
