初上海南岛的人,一定会注意到高高的椰子树下总围着一簇一蔟的人,他们并不喧哗,神情专注甚至有些诡秘。大家纷纷掏出钱来,换回的是一张张粉红淡绿的纸片。海南人会告诉你,他们是在买彩票。彩票,早在古罗马时期就开始在皇室和商人中流行,以后西欧各国政府认识到发行彩票的好处。逐渐使之合法化,一些国家甚至把发行彩票当作重要的财政收入来源。然而在中国,彩票堂堂正正出现是在海南省。
