随着时代的变迁和社会的进步,安全管理的重要性越来越被人们认知和接受,安全管理的好坏直接关系到企业的发展。为此,提出了“以人为本,依法管理,预防为主,安全第一”的安全管理理念。有序生产是安全管理的前提。影响安全管理的内在因素主要有:企业或项目的组织框架及安全管理体系,领导者的安全管理理念及思路,安全规章制度的完善及执行,职工及民工安全素质,安全投入,安全文化建设,等等。法律法规、社会需求、市场竞争、施工环境等的变化是安全管理的外部因素。安全生产工作任重而道远,需要长期不懈的努力。
