西部地区由于长期以来实行“大量生产、大量消耗、大量废弃”为特征的传统型经济增长模式,导致资源浪费、破坏,环境消纳污染物的自净能力难以支撑,环境质量不断恶化等制约西部经济社会可持续发展的一系列问题,因此必须探索一条在发展经济的同时节约资源、保护环境的新型发展模式。本文从研究西部地区发展循环经济的必要性入手,分析西部地区发展循环经济的制约因素,探讨西部地区发展循环经济的基本思路和政策措施。
In the western region, due to the traditional economic growth mode characterized by “mass production, heavy consumption and mass abandonment” for a long period of time, such problems as waste of resources and destruction, difficulty in supporting the self-purification capacity of pollutants in the environment, and deteriorating environmental quality Therefore, it is necessary to explore a new development mode of saving resources and protecting the environment while developing economy. This paper starts from the necessity of developing circular economy in the western region, analyzes the restrictive factors of developing circular economy in the western region, and discusses the basic ideas and policies and measures for the development of circular economy in the western region.
