随着市场经济体制改革的不断深入,群众对医疗服务的需求越来越高,要求质量好、费用低、效率高,而传统的计划经济下形成的重数量规模、轻质量效益的医院发展思路、管理模式和运行机制已不适应社会发展的需要,卫生资源不足与浪费并存的矛盾日益突出。我们在医院改革的过程中,按照区域卫生发展思想,坚持从实际出发,坚定了三种经营理念,并建成了与此相适应的五个运行机制,初步形成了质量效益型的集约发展模式,取得了明显效果。
With the continuous deepening of the reform of the market economy system, the demand for medical services from the masses is getting higher and higher, with good quality, low costs, and high efficiency. However, with the traditional planned economy, the development of hospitals with heavy quantity, light weight, and high quality benefits has become a train of thought. The management model and operating mechanism have not been adapted to the needs of social development. The contradiction between insufficient health resources and waste has become increasingly prominent. In the process of hospital reform, we adhered to the concept of regional health development, insisted on proceeding from reality, and strengthened three business concepts, and built five operational mechanisms that are compatible with this, and initially formed a quality-effective intensive development model. Has achieved significant results.
