城市公共危机网格化应急管理依托现有的社区网格化管理基础,推进应急管理工作,实现了与现有城市公共危机应急管理体系的融合。目前该模式还存在应急预警功能发挥不充分,应急处置功能不完善,组织动员功能不足,善后处理功能发挥不全面等问题。本文认为可通过完善城市公共危机网格化应急管理体制,加强网格化应急管理技术设施建设,培育良好的应急管理文化,完善物质保障和加强应急管理人员队伍建设等路径改进现有模式。
Urban Public Crisis Grid Emergency Management Relying on the existing grid management foundation of the community, promoting emergency management and achieving the integration with the existing emergency management system for urban public crises. At present, the model still has some problems such as inadequate emergency warning function, imperfect emergency response function, inadequate mobilization function of the organization and incomplete aftercare function. This paper argues that the existing mode can be improved by perfecting grid emergency management system of urban public crisis, strengthening grid construction of emergency management technical facilities, fostering a good emergency management culture, improving material security and strengthening contingent management team building.
