在我国城镇化的进程中产生了许多的社会问题。其实,这些问题早在古代罗马的城镇化进程中就有所体现,并被罗马人运用法律的手段予以解决。事实上,罗马人的城镇化从共和早期开始,在奥古斯都时代开始向行省发展,于元首制末期衰退。其主要动因是政治上的罗马化要求。这一进程在罗马共和国时期的体现是63部立法文件,可以分为积极的和消极的两大类。这些立法文件中,起积极作用的涉及到建立城市的命令、建设标准、管理规则和城市间纠纷的处理四类,起消极作用的分为禁止奢侈行为、限制人口流动和身份造假三种。它们为我们提供了一副罗马共和国城镇化运动的完整蓝图,并为我国当下的城镇化进程提供了宝贵的经验。
In the process of urbanization in our country, many social problems have arisen. In fact, these problems were reflected in the process of urbanization in ancient Rome as early as possible and were solved by the Romans using the law. In fact, the Roman urbanization started in the early Republican era and began to develop in the provinces in the Augustus era, ending with the decline of the headship system. Its main motivation is the political Romanization requirements. This process was reflected in the Roman Republic during the 63 legislative documents, can be divided into two major categories of positive and negative. Among these legislative documents, there are four types of legislation that play an active role in order to establish cities, construction standards, management rules and inter-city disputes. There are three types of legislative acts that have a negative effect: prohibition of extravagant activities, restrictions on population movements and identity fraud. They provide us with a complete picture of the urbanization movement in the Roman Republic and provide valuable lessons for the current process of urbanization in our country.
