一、港深珠澳金融一体化的理论基础港深珠澳金融一体化是指香港、澳门回归中国后,在“一国两制”下,将深圳、珠海特区的“二线”封闭起来,同时放开“一线”,人员货物自由出入,经济运行向国际化的金融体系发展,形成金融电子化、金融业务多元化和把港币、澳门币、特区币联合成一个整体。在整体内各种货币保持可调整的固定汇率制,对美元实行联合浮动。这个目标构想的理论基础是: (一)港深珠澳的地理环境和经济是唇齿相依的关系。深圳、珠海两个特区地处珠江三角洲的前沿和珠江入海口地带,有丰富的土地资源和海洋资源,对弥补香港、澳门土地不足很有利。而港澳到珠海、深圳投资,也大大加快了深珠两地的经济建设,充分体现了四区经济之间的互补关系和鱼水关系。特别在近年来,港商和澳商在深、珠两地投资的“三资”企业特别多,充分体现了四区经济的相互联系。如果深圳、珠海再把边境海关通道加宽,并建设多条通道,使珠海至澳门、深圳至
