开征环境税对经济社会和环境保护都将产生重大影响,相当一部分煤电企业还未摆脱近些年来由于煤价高企、电价不能及时联动造成的亏损。如果又将污染排放和二氧化碳排放量大的电力行业作为征收对象,势必给企业带来巨大经济压力。解决我国的环境污染问题,不是单纯依靠税收就能实现的,必须充分考虑我国的资源禀赋、企业承受能力等因素,统筹兼顾,审慎考虑,稳步推进,从而实现我国生态文明建设和经济建设的协调发展。本刊特邀中国电力投资集团公司和中国华电集团公司(以下简称中电投集团、华电集团)作为发电企业代表,就相关问题采访了企业有关人士,主要谈谈环境税开征对发电企业带来的影响、意见及建议,以及近几年电力企业为节能减排所作的不懈努力。
