第一条本规程依据中国人民政治协商会议组织法第十八条第十九条暨中国人民政治协商会议全国委员会第一届第二次会议通过的全国委员会关于地方委员会的决定,及中央人民政府颁布的省各界人民代表会议组织通则第九条和陕西省各界人民代表会议组织条例第十条第十一条等规定制定之。第二条陕西省各界人民代表会议协商委员会(以下简称本会),设主席一人,副主席若干人,委员若干人,由陕西省各界人民代表会议选举第三条本会职权如左:
Article 1 This Regulation is based on Article 19 of Article 18 of the Constitution of the Chinese People’s Political Consultative Conference and the Decision of the National Committee on Local Committees adopted by the 2nd Session of the First Session of the National Committee of the Chinese People’s Political Consultative Conference and the Central People’s Government Article 9 of the General Rules for the Organization of People’s Representatives and Meetings of All Provinces promulgated by the People’s Government and Article 11 of Article 10 of the Regulations of the People’s Congresses of Shaanxi Province. Article 2 The Consultative Committee of the People’s Representatives of All Departments in Shaanxi Province (hereinafter referred to as “the Association”) shall have the chairman, the deputy chairman and several members elected by the people’s congresses of all walks of life in Shaanxi Province as Article 3:
