《水法》实施已经4年了。4年来,淮河流域的《水法》宣传、贯彻工作已逐步走上了正轨,水利执法工作在水利建设和管理中发挥了巨大作用,有力地推动了各项水利工作的开展。但是,由于各地领导对《水法》的重视程度不同、采取的措施不同、起步不一,加之水利执法是一项新的工作,无现成经验可依,致使各地的水利执法工作发展很不平衡。为了切实贯彻实施《水法》,促进水利经济体制改革的顺利进展,加快淮河的治理与开发,目前,应着重处理好以下几方面的关系。

The water conservancy law enforcement has played a significant role in water conservancy construction and management, which has vigorously promoted the development of various water conservancy projects. However, due to the different emphasis placed on the “Water Law” by local leaders and the different measures taken, the different measures adopted and the water law enforcement is a new work that can not be done through existing experience, resulting in a very uneven development of water law enforcement in various places . In order to effectively implement the “Water Law” to promote the smooth progress of the reform of the water conservancy economic system and accelerate the governance and development of the Huaihe River, at present, we should focus on handling the following aspects of the relationship.
