实行增超产煤炭加价是统配煤矿投入产出总承包的一项重要配套政策。它是一项鼓励煤矿增产,完成包干产量的政策;它有利于满足国民经济发展对能源需求的增长;同时,对适当缓解煤价过低带来的种种矛盾,充实企业财力,促进煤炭工业持续、稳定、健康地发展也产生了一定的积极作用。国家自1983~1984年对东部37个统配煤矿试行超核定能力加价之后,从1985年又进一步扩大到全国统配煤矿;并对承包期间超包干基数递增的煤炭,按国家调拨价格加价50%;超产煤在提供国家使用并纳入指令性运输计划的前提下加价一倍。对于具体加价结算和分配,经近几年几次调整、改进、修订为目前的“按区核定幅度,供需直接结算,内部调剂平衡”的方法。各企业按隶属区域的加价幅度直接与用户结算。由于企业隶属区域不同,各企业间加价收入不同,这个问题应由全国煤炭主管部门在行业内部统一调剂平衡
