【目的】研究儿童神经心理发育的保健管理模式,早期发现儿童发育中存在的问题,早期干预,预防残疾发生。【方法】以海淀区健全的儿童保健三级网为基础,通过对社区儿保医生进行技术培训、建立逐级信息转诊管理制度和区级评估干预门诊,研究全区社区儿童发育筛查-评估-诊断-指导干预-反馈-基层再提高的监测管理模式;通过分析全区五年发育监测工作开展情况,评估管理模式的有效性。【结果】2006-2010年海淀区儿童神经心理发育筛查覆盖率由66.33%上升到93.75%。2009年起建立区级发育迟缓儿童干预门诊,更多迟缓儿童得到干预指导,较好发挥了儿童神经心理发育监测的社会效应。【结论】在健全的儿童保健三级网中,实施有效的儿童神经心理发育监测及保健管理模式,是早发现、早诊断、早干预发育偏离或落后儿童的有效途径,是使儿童身心得到全面发展的重要公共卫生策略。
【Objective】 To study the health management mode of children’s neuropsychological development, to find the problems in early development of children, to make early intervention and to prevent the occurrence of disability. 【Method】 Based on the sound three-level network of children’s health care in Haidian District, through the technical training of community-based child-care insurance doctors, the establishment of a step-by-step information referral management system and district-level evaluation intervention clinics to study community- Assessment - Diagnosis - Guidance Intervention - Feedback - Grass-rooted and re-enhanced monitoring and management model; Assessment of the effectiveness of the management model by analyzing the five-year developmental monitoring of the region. 【Results】 The screening coverage of neuropsychological development in children from 2006 to 2010 in Haidian District increased from 66.33% to 93.75%. Since 2009, district-level children with developmental delay have been established in intervention clinics. More children with delay have been given intervention guidance and the social effects of neuropsychological development monitoring in children have been better exerted. 【Conclusion】 Effective monitoring of children’s neuropsychological development and health care management in the sound three-level network of children’s health care are effective ways to early detect, early diagnosis and early intervention of deviant or backward children, so that children’s physical and mental health can be fully Development of important public health strategies.
