自2009年被列入全国第一批水土保持监督管理能力建设县后,在上级的精心指导和大力支持下,共和县以机构队伍建设和国策宣传教育为重点,加强管理,扎实开展监督执法能力建设,使水保监督管理机构监督管理能力明显增强、水土保持配套法规制度和监督管理制度进一步完善、水土保持监督管理工作更加规范,但也存在如监督管理机构的履职能力比较薄弱、配合新水土保持法的配套法规和制度还有待完善、“三同时”制度落实还不够全面等一些问题。建议:加强保障,全面提升履行监督管理职责的能力;贯彻落实新水土保持法,切实实现水土保持“三同时”制度的全面落实;加大执法检查的力度,积极应对新的人为水土流失问题。

Suggestions: to strengthen the guarantee and comprehensively enhance the ability to perform the duties of supervision and management; to implement the new Soil and Water Conservation Law and earnestly implement the “three simultaneous” system of soil and water conservation; to step up law enforcement inspection and actively respond to new man-made soil and water loss problem.
