中西部地区的发展直接关系到国家整体发展战略目标的实现和国家安定团结的大局。受历史和地理的综合因素影响,中西部地区目前面临绿色发展转型机遇和挑战,通过分析其历史和目前发展现状,提出中西部地区绿色发展路径:一条思想路线,转变传统经济发展思想,调整思路,定位新发展;从三个维度着手,绿化环境,调整结构,培育新经济;制定两个规划,确定发展目标和路线;以四个方面政策制度建设,保障中西部地区的绿色发展,缩小中西部与东部地区经济差距,全面推进中西部地区经济社会与环境和谐发展。
