不平衡报价在招标投标活动中是一项十分常用的投标报价技巧,它具有一定的灵活性、巧妙性和隐蔽性,针对不平衡报价的不同特征制定有效的防范和解决对策,可以在很大程度上保护招标人的根本利益,对于招标单位提升管理水平和技术水平有一定的促进作用。本文简要阐述了不平衡报价的定义,不平衡报价产生的根本原因以及不平衡报价对招标投标双方的影响,并提出了有效的处理对策,将如何调整不平衡报价的工作思路从招标准备阶段延伸到合同履行全过程,实现真正意义上的合理低价中标,从而促进基本建设领域的健康、可持续发展。
