近年来,由于公平和效率的缺失使得住房公积金制度的合理性备受诟病。虽然这些指责缺乏一定的科学依据,但也从侧面说明了制度的优势和效能正在减弱,住房公积金发展的确遇到了瓶颈问题。特别是一些经济欠发达地区住房公积金中心受制于区域经济欠发达等因素,其运行绩效难以快速提升。通过分析宝应县这样一个典型的经济欠发达县市住房公积金运行特点,剖析和总结制约其绩效提升的一些瓶颈因素,并就如何突破发展瓶颈,提出了一些可供参考的建议和应对策略。
In recent years, due to the lack of fairness and efficiency, the rationality of housing provident fund system has been criticized. Although these accusations lack a certain scientific basis, they also illustrate from the side that the advantages and effectiveness of the system are weakening. The development of housing provident fund has indeed encountered a bottleneck problem. In particular, housing accumulation fund centers in some economically underdeveloped regions are subject to factors such as the underdevelopment of the regional economy and their operation performance can not be rapidly improved. By analyzing the characteristics of housing accumulation fund operation in a typical underdeveloped county in Baoying County, this paper analyzes and summarizes some of the bottleneck factors restricting its performance improvement, and puts forward some suggestions and countermeasures for how to break the bottleneck of development.
