社会各界颇为关注的建筑面积和容积率是对建设工程予以规划控制的重要指标。对建筑面积和容积率的批后监管工作,尤其是规划核实工作,国家虽然提出了严格要求,却未制定操作规程。如何进一步规范建筑面积和容积率的批后监管,成为规划实施管理领域的重要课题。本文对当前规划批后监管工作领域的现状进行了梳理,以常州市为例,提出了具体的操作办法,重点就制定该操作办法的策略进行了分析。
The construction area and floor area ratio that are of great concern to all sectors of society are important indicators for planning and control of construction projects. After the approval of the construction area and volume of the post-grant supervision, especially planning verification work, although the country made strict requirements, but no operational rules. How to further standardize the construction area and volume rate of post-batch supervision, planning and implementation management become an important issue in the field. This article sorts out the current situation in the field of planning and approval after the approval of planning. Taking Changzhou as an example, this paper puts forward specific methods of operation and focuses on the strategy of formulating the operation method.
