创新型法学体系包括基本原理、核心范畴、学科建设三个层面的协同创新,体现了前瞻性、包容性、开放性。粮食安全是关系国计民生的基础性工程。“十三五”期间,我国将加快制定《粮食法》,促进全面依法治粮。中国粮食法研究正在逐步推进创新型法学体系建设,彰显中国特色:创新发展粮食法学的基本原理,凸显学科独立地位,体现前瞻性;创新发展粮食法学的核心范畴,拓展学科话语权,体现包容性;创新发展粮食法学的学科建设,培养提升研究队伍,体现开放性。中国粮食法学的创新发展,有助于完善中国特色社会主义法学体系,真正构建创新型法学体系,自信地走向世界法学舞台。
The innovative legal system includes three aspects of basic principles, core categories and disciplinary construction, which are forward-looking, inclusive and open. Food security is a fundamental project related to people’s livelihood. During the “13th Five-Year Plan,” China will expedite the formulation of the “Food Law,” and will promote a comprehensive management of grain according to law. The research on food law in China is gradually advancing the construction of an innovative legal system, highlighting the Chinese characteristics: innovating and developing the basic principles of food law, highlighting the independent status of the discipline, reflecting forward-lookingness, innovating and developing the core categories of food law, expanding the subject discourse, and embracing inclusiveness ; Innovation and development of discipline of food law, training to enhance the research team, reflecting the open. The innovation and development of China’s food law helps to perfect the legal system of socialism with Chinese characteristics, build an innovative legal system and confidently go to the world legal science stage.
