法兰西人民对于自身璀璨的历史文化非常重视和骄傲,不论政府还是私人、组织都悉心保管各自的历史档案资料。1790年,在法国大革命后不久,当时的国民议会就决定设立统一的国家档案馆,负责收集、保管和开放旧制度时期和大革命时期的政府部门档案。之后1854年内政部建立了负责各省、市档案的办事处,在1884年移交教育部后还负责其别的公开档案如战争部、外交部等。1897年正式组建了负责全国公共档案馆的法国档案局(La Direction des Archives de France),并于1959年起归属于文化部。根据2009年11月11日出台的2009—1393号法令,法国档案局被法国档案跨部门服务中心所取代(Le service interministeriel des Archives de France)。法国关于档案保存、管理、研究、开放情况等的档案法以及相关法令也相当完善和明确。
The people of France attach great importance and pride to their splendid history and culture, and both the government and private organizations carefully manage their respective historical archives. Shortly after the French Revolution in 1790, the then National Assembly decided to establish a unified national archives responsible for the collection, custody and opening up of archives of the government departments during the old system and during the Great Revolution. Later, in 1854, the Ministry of the Interior established an office responsible for archives of all provinces and cities. After the transfer to the Ministry of Education in 1884, it was also responsible for other public archives such as the Ministry of War and the Ministry of Foreign Affairs. In 1897, La Direction des Archives de France, the country’s public archives, was formally established and was vested in the Ministry of Culture in 1959. According to Decree No. 2009-1393, dated November 11, 2009, the French Archives was replaced by the Le service interministeriel des Archives de France. The French archival law on archival preservation, management, research and openness, as well as related laws and regulations, is also quite complete and clear.
