科学发展观第一要义是发展,核心是以人为本,基本要求是全面协调可持续,根本方法是统筹兼顾。胡锦涛总书记在党的十七大报告中就实施“人才强国”战略、不断深化干部人事制度改革、创新人才工作体制、建立人力资源强国机制等问题作出了精辟的论述,为人们做好新时期新阶段的人力资源开发指明了方向,同时也为推进人才创新发展注入了新的活力。推进人力资源开发创新,必须坚持以科学发展观为指南。
