一、前言由于地铁建设和营运安全问题异常突出,对人民生命安全,社会稳定影响很大,所以当前在地铁通信系统招标(监控部分属于通信系统)中,业主(买方)要求已中标方在深化设计时必须提交系统保证计划。系统安全保证计划是说明如何计划、管理及监控在其服务范围内的整体系统安全性要求,确保能有效地在设计、开发、生产、测试和初步运营阶段中落实相关设计目标。
