It is a common problem that medical and health units have to work hard, receive low treatment, and have too long equipment refresh cycles. The reason for this is that the most important thing is the lack of funds. As the medical units have been eating the “big pots” of the state finance for many years, they have remained normal. The funding sources needed for operations are all or mostly dependent on higher-level funding, and the reform process of the medical and health industry is lagging behind. The pattern of multi-channel income generation and diversified financing has not yet been formed, and thus the contradiction between funding needs and availability is increasing. Most senior-level appropriations can barely maintain personnel expenditures. Even the “meal” money cannot be guaranteed, let alone organize scientific research and technological reforms.
