本文运用我国31个省市自治区2007年至2014年的省级面板数据,构建财政总支出及分类支出影响城乡居民各项消费的计量模型。研究表明:1、从总量来看,财政总支出对城乡居民消费总量的影响并不显著。2、从结构来看,财政分类支出对居民各项消费的影响存在差异性。具体而言,显著性的影响如下:(1)教育财政支出挤入了居民的食品和衣着消费,挤出了居民的教育消费。(2)科学研究财政支出挤出了居民的家庭设备及服务消费。(3)文化财政支出挤入了居民的衣着消费。(4)医疗财政支出挤入了居民的医疗消费。(5)社会保障及就业支出挤出了居民的教育消费。3、从城乡差异来看,财政分类支出对城镇居民和农村居民各项消费的影响方向大致相同,影响力度上略有差异。
In this paper, provincial panel data from 31 provinces, autonomous regions and municipalities in China from 2007 to 2014 are used to construct econometric models that affect the total consumption and distributive expenditure of urban and rural residents. The research shows that: 1. From the total amount, the total fiscal expenditure has no significant effect on the total consumption of urban and rural residents. 2, from the structure point of view, the impact of expenditure on the various categories of consumption of residents there are differences. Specifically, the impact of salience is as follows: (1) Expenditures for education have squeezed into the food and clothing consumption of residents and squeezed the education and consumption of residents. (2) Expenditure on scientific research Expenditure on household equipment and services consumed by residents. (3) Cultural and financial expenditure squeezed into residents’ clothing consumption. (4) Expenditures for medical treatment have been squeezed into the medical expenses of residents. (5) Social Security and Employment Expenditure Extruded the Education and Consumption of Residents. 3. From the differences between urban and rural areas, the impact of fiscal classification on the overall consumption of urban residents and rural residents in the same direction, the impact of a slight difference.
