随着国家医疗保险制度改革的推进和铁路行业医疗卫生系统改革的自身需求,浙江铁路职工于2002年6月参加了杭州市基本医疗保险,次年萧甬铁路公司参加宁波市基本医疗保险,至此初步实现铁路浙江统筹地区医疗保险社会化管理。十几年来,铁路浙江统筹地区伴随着铁路体制的改革和变化,逐步形成以在杭州、宁波两地集中参保的铁路职工基本医疗保险体系,截止2015年初两地参保人员分别达到37957人和5614人。由于铁路行业的特殊性和近年来参保人员不断增加,驻外和异地安置人员不断增长,随之而来的职工异地就医结算问题也成为职工最为关注的民生问题之一。如何使广大异地职工更为方便而快捷地进行报销结算,也已经成为突出的现实问题。以杭州市基本医保参保职工为例,对如何破解异地就医报销难的症结进行分析与思考。

As of the beginning of 2015, the number of insured persons reached 37,957 and 5614 people. Due to the particularity of the railway industry and the ever-increasing number of insured persons in recent years, the number of resettlement personnel stationed abroad and in remote areas has been on the rise. The consequent medical and settlement settlement of off-site workers and staff members has also become one of the livelihood issues that the workers are most concerned about. How to make it convenient and quick for reimbursement and settlement by vast numbers of employees in different places has also become a prominent realistic problem. Taking the basic medical insurance staff in Hangzhou as an example, this paper analyzes and thinks about the crux of how to solve the problem of reimbursement for medical treatment in different places.
