党的十四大确立社会主义市场经济体制的改革目标,建立现代企业制度是企业改革的重要内容。它是一种产权清晰、权责明确、政企分开、管理科学的企业制度,其核心就是要真正使企业成为拥有财产、自主经营、自负盈亏的独立法人。这必将引起企业特别是国有大中型企业机制的更大变革。消防工作是企业发展的重要安全保障。长期以来,我们采用以国家消防监督机构和企业主管部门包干包揽为主,以行政管理为主要手段推动企业内部消防管理的模式,这显然有悖于现代化企业制度的要求。因此,企业消防监督管理必须随着企业制度的转变而相应改进。只有这样,才能保持其维护企业消防安全的效能。
The 14th CPC National Congress set the reform goal of the socialist market economic system and the establishment of a modern enterprise system is an important part of the enterprise reform. It is a kind of enterprise system with clear property right, clear power and responsibility, separate government from enterprise, and scientific management. Its core is to truly make the enterprise an independent legal person possessing property, operating independently and assuming sole responsibility for its own profits and losses. This will inevitably lead to greater changes in the mechanism of enterprises, especially large and medium-sized state-owned enterprises. Fire protection is an important safety guarantee for the development of an enterprise. For a long time, we have adopted the mode of taking the state fire supervision agencies and competent departments of the enterprises as the mainstay and promoting the internal fire management within the enterprises with the administration as the main measure, which obviously runs counter to the requirements of the modern enterprise system. Therefore, the enterprise fire supervision and management must be accompanied by changes in the enterprise system and the corresponding improvement. Only in this way can we maintain the effectiveness of our company’s fire safety.
