21世纪,人类走进了大规模开发海洋的新时代。海洋领域内的竞争,无论是政治的、经济的还是军事的,归根到底都是科技的竞争。发展海洋科技,尤其是海洋高新技术已成为世界新技术革命的重要内容。“十一五”期间,我国海洋事业以科学发展为手段,把增强自主创新能力作为科学技术发展的战略基点。在这种形势下,原始创新能力和再创新能力成为调整海洋产业结构、转变海洋经济增长方式的中心环节。
In the 21st century, mankind has entered a new era of large-scale development of the sea. Competition in the maritime field, whether political, economic or military, is ultimately the competition in science and technology. The development of marine science and technology, especially the marine high-tech, has become an important part of the world’s new technological revolution. During the period of the 11th Five-Year Plan, China’s maritime undertaking took the scientific development as a means and made the enhancement of its capability of independent innovation a strategic starting point for the development of science and technology. Under such circumstances, the ability of original innovation and reinventing innovation has become the key link in the adjustment of the structure of the marine industry and the transformation of the mode of marine economic growth.
