在以企业为主体的新一轮产学研用协同创新机制改革下,如何将人才作为科技创新最关键的因素,发挥人的创造力,是所有高新区面临的一大课题。自1988年国家火炬计划实施以来,国务院先后批准建立了105个国家高新技术产业开发区(下称高新区),并逐渐探索出了一条具有中国特色的高新技术产业发展之路。2012年,国家高新区的营业总收入达165690亿元。但是作为我国改革开放的先行区,高新区正如整个国家高新技术产业的缩影,也面临着其他高新技术企业所遇到的人才技能缺失、后备力量不足等问题。
Under the new round of enterprise-centered reform of collaborative innovation mechanism of production, learning and research, how to bring talents into full play as the most crucial factor in science and technology innovation is a major issue for all high-tech zones. Since the implementation of the National Torch Plan in 1988, the State Council has successively approved the establishment of 105 high-tech industrial development zones (hereinafter referred to as the High-tech Zone) and gradually explored a road of development of high-tech industries with Chinese characteristics. In 2012, the total revenue of the National Hi-tech Zone reached 1656.9 billion yuan. However, as the pioneer area for China’s reform and opening up, the high-tech zones are like the epitome of the high-tech industries in the country as a whole. They are also confronted with problems such as lack of talents and lack of reserve forces encountered by other high-tech enterprises.
