2013年4月,中国原子能科学研究院与中国核动力研究设计院签订了《新燃料元件及靶件运输容器采购合同》,为中国核动力研究设计院研制20台容器用于49-3-Ⅱ反应堆新燃料元件及某辐照靶件的公路运输。该容器属于易裂变材料的AF货包类型,依据GB 11806—2004《放射性物质安全运输规程》的规定,需要对此类型运输容器进行喷水、自由下落、堆积、贯穿等安全验证试验项目,容器应达到试验验收标准。完成《放射性物品运输容器设计安全评价报告》申请取得容器设计
