在世界各国政府及企业界越来越重视核心能力建设的今天,战略人力资源管理作为一种有效的管理工具在发达国家得到了普遍的运用。战略人力资源管理通过垂直和横向的整合,使人力资源管理的各项功能与组织目标达成了有机的协调,组织的竞争力得以进一步提升。这一在发达国家开始彰显其效力的管理工具无疑为我们在加强公务员队伍建设,构建服务型政府,塑造国家竞争优势等方面提供了有益的启示。
Today, as governments and business circles in the world pay more and more attention to the construction of core competence, Strategic Human Resource Management has been widely used in developed countries as an effective management tool. Through the vertical and horizontal integration, strategic human resources management has organically coordinated the functions of human resources management with the organizational objectives, and the competitiveness of the organization can be further enhanced.
