1、增值信息服务的财政压力政府拥有的统计资料与积累的大量工作数据是一座巨大的信息资源宝库,经过增值加工后,可以为社会提供极有价值的服务。但是,政府直接从事这种增值服务的业务还有诸多困难,首先是政府财政难以支持这类的带经营性的业务。政府的财政经费主要用于能使社会公众普遍受益的项目,或者是不便于市场经营而社会公众又十分需要的服务。而大多数利用政府资源的增值服务都是针对某些特殊群体的,通常服务效果是对强者有利而不是支持弱势群体。这类业务本来就可以实现收支平衡,甚至可以获利,因而占用政府财
1. Financial pressure on value-added information services Government-owned statistical data and accumulated large amounts of work data are tremendous treasures of information resources. After value-added processing, they can provide extremely valuable services to the community. However, there are still many difficulties for the government to directly engage in such value-added services. The first is that it is difficult for government finance to support these types of business operations. The government’s financial funds are mainly used for projects that can make the general public benefit, or services that are not convenient for the market operators but are also very much needed by the public. Most of the value-added services that utilize government resources are aimed at some special groups. Generally, the service effect is beneficial to the strong rather than to the disadvantaged group. This kind of business can already achieve the balance of payments, can even profit, thus occupy government money
