县级局专卖管理“五个五”工作法，即从市场监管、内部监管、证照管理、队伍建设和基础管理等五项工作入手，分别要求做到五要、五抓、五严、五型和五好，在每项工作中又细分了五个方面的工作要求，系统总结出县级局专卖管理“五个五”工作法，通过不断实践运用和完善，显著提升了县级局专卖管理工作水平。
