当前企业民兵工作突出的矛盾之一是训练抽人难。我们认为要解决这个问题,应进行三方面的改革;第一,将先组后训改为先训后组。这样有利于生产建设,有利于加强青工的组织纪律性。第二,采取几厂联训、以点挂厂等方法改革训练。这样既使参训民兵易于落实,又扩大了技术兵训练,使民兵经费负担趋于合理。第三,训练主动给生产让路,少抽或不抽生产第一线民兵。保障人员多抽,关键生产岗位人员少抽或不抽;普通工人多抽,技术性强的工人少抽或不抽。
One of the outstanding contradictions in the work of the current corporate militia is that it is hard to find training. We think that in order to solve this problem, we should carry out the reform in three aspects. First, we should reform the first group into the first group after training.
