中国基层公务员性别比例存在严重失衡现象,造成这种性别失调的社会因素是男尊女卑的传统观念和法律保障制度不完善。本文首先介绍国内基层公务员的性别现状,然后分别从基层公务员的录用,在职发展以及退休权益三个方面体现性别比例的缺失,最后给出优化基层公务员制度性别平等的途径。
There is a serious imbalance in the sex ratio of grassroots civil servants in China. The social factor that causes this gender imbalance is the traditional concept of inferiority of men and the imperfect legal guarantee system. This paper first introduces the current status of the grass-roots civil servants in China, and then from three aspects of hiring, on-the-job development and retirement benefits of grass-roots civil servants to show the lack of sex ratio. At last, it gives the way to optimize the gender equality of grass-roots civil servants.
