我們讀了孟繁义同志的“档案室立卷是不科学不可行的嗎?”一文后,觉得他的論点是不全面的,是缺乏根据的。第一,在“中国共产党中央和省(市)級机关文书处理工作和档案工作暂行条例”中規定“立卷工作是文书处理工作的任务”,档案室要“帮助文書处理部門正确地进行立卷和归档”。这里明确地划分了文書处理工作和档案工作的界限,也指出了它們的联系。从我們实际工作中和了解的情况来看,这种划分是完全正确的,因为它是实事求是的,是适合于工作發展的要求的。我省的省、地、市、县委机关和羣众团体的实践証明,文书处理部門立卷比档案室立卷具有更大的优越性,对改进文書处理工作和档案工作起了积極的
