有效的制度能建构人们政治、经济、文化和社会生活的激励结构和社会秩序,弥合社会转型带来的摩擦、不安和动荡,防范风险,增进彼此的利益,提高生产要素的绩效,从而促进整个社会的全面和谐发展。本文旨在把制度作为社会历史演进和可持续发展的重要变量,为研究民族地区经济结构变迁提供了一个分析框架,提出了通过政府创新,促进制度供需均衡,推动民族地区可持续发展的建议。
