2012年,国土资源部以内蒙古自治区为试点,在全国首批开展和谐矿区建设试点工作,自治区以锡林郭勒盟和鄂尔多斯市为试点开展此项工作。准格尔旗东南西北中五大地域中,除北部沿河地区外均为矿区,矿区人口占到全旗总人口的75%。所以,对于准旗来说,建设和谐矿区是构建和谐社会的重中之重。在此,笔者根据准格尔旗的发展实际,就“和谐矿区建设”作一些粗浅的分析,与有识之士共同探讨。
In 2012, the Ministry of Land and Resources, with the pilot project of Inner Mongolia Autonomous Region, piloted the construction of a harmonious mining area in the country for the first time. The autonomous region carried out this work with the pilot projects of Xilin Gol League and Erdos City. Zhunge’er flag in the five major regions of the southeast, northwest and northwest of China, except for the north along the river are mining areas, mining population accounted for 75% of the total population of the entire flag. Therefore, for quasi-flag, building a harmonious mining area is the most important part of building a harmonious society. Here, based on the actual development of Zhunge’er Banner, the author makes some superficial analyzes on the construction of “harmonious mining area” and discusses with people of insight.
