反腐败是一项长期的、复杂的、艰巨的任务。不可忽视的是,反腐败也可能由于其风险性而影响政治稳定。一方面,短期内,反腐败会使得一些与政府相关的经济活动(如公款消费和礼品消费)放缓,对经济有一定负面影响。而且,与改革相关的一些措施需要地方官员的创新与尝试,在规避风险的动机下,反腐败会降低官员的积极性。另一方面,反腐败还可能造成群众对执政党和政府的信任危机,甚至可能诱发反政府运动。因此,反腐败与政治稳定之间存在着一定程度的权衡取舍。
Anti-corruption is a long-term, complicated and arduous task. It can not be ignored that anti-corruption may also affect political stability due to its risk. On the one hand, in the short term, anti-corruption will slow down some government-related economic activities (such as public consumption and consumption of gifts) and will have a negative impact on the economy. Moreover, some measures related to reform require the innovation and attempts of local officials. Under the motivation of avoiding risks, anti-corruption will reduce the enthusiasm of officials. On the other hand, anti-corruption may also create a crisis of confidence among the masses in the ruling party and the government and may even induce anti-government movements. Therefore, there is some tradeoff between anti-corruption and political stability.
