The “Resolution” of the 6th Plenary Session of the 14th Central Committee of the Communist Party of China pointed out that it is imperative to centralize leading cadres at the county level in Party activities in the theory of Party members and students in the party discipline learning with a focus on learning, politics and integrity. According to this important plan, the provincial party committee formulated the “Resolution on Leading Cadres at or above the County Level.”
