5年前,江泽民总书记在为庆祝中国科学院成立45周年时题词指出,努力把中国科学院建设成为“培养造就高级科技人才的基地”。为了落实总书记的指示,中国科学院采取一系列切实有效的措施,启动“中国科学院奖学金”便是重要的举措之一。这项奖学金是第一个国家级事业单位在高校设立的奖学金,其目的是为了将人才培养与合作的目标落到实处:对获此奖学金的本科生,提供到中科院毕业实习的机会,符合条件者可免试到中科院研究所攻读硕士学位;对获此奖学金的硕士生,优先录取到中科院攻读博士学位;对获此奖学金的博士生,则优先接收到中科院做博士后。获首期(1999—2001)奖学金单位的20所高校为,北京大学、清华大学、中国科技大学、南京大学、复旦大学、上海交通大学、浙江大学、哈尔滨工业大学、南开大学、东北大学、吉林大学、北京理工大学、大连理工大学、武汉大学、华中理工大学、中国地质大学、西安交通大学、四川大学、兰州大学和山东大学。本刊将依来稿先后分期对设立“中国科学院奖学金”的学校及获奖者作扼要的介绍,并以此作为“高校之声”专栏的代发刊词。
Five years ago, General Secretary Jiang Zemin pointed out in his inscription celebrating the 45th anniversary of the founding of the Chinese Academy of Sciences that he will work hard to build the Chinese Academy of Sciences into a base for cultivating and building advanced science and technology personnel. In order to implement the instructions of the General Secretary, the Chinese Academy of Sciences has taken a series of practical and effective measures to launch the CAS Scholarship, which is one of the important measures. This scholarship is the first scholarship set up by a state-level institution in colleges and universities. The purpose of this scholarship is to fulfill the goal of personnel training and cooperation: the undergraduate students who have obtained this scholarship are eligible for graduation from the Chinese Academy of Sciences Those who can get a master's degree from the Institute of Chinese Academy of Sciences will be exempted from the examination; Master students who receive this scholarship will be admitted to the Chinese Academy of Sciences for their Ph.D. degree. The doctoral students who receive this scholarship will receive the postdoctoral degree from the Chinese Academy of Sciences. The first batch of scholarships (1999-2001) scholarship units of 20 colleges and universities, Peking University, Tsinghua University, University of Science and Technology of China, Nanjing University, Fudan University, Shanghai Jiaotong University, Zhejiang University, Harbin Institute of Technology, Nankai University, Northeastern University, Jilin University, Beijing Institute of Technology, Dalian University of Technology, Wuhan University, Huazhong University of Science and Technology, China University of Geosciences, Xi'an Jiaotong University, Sichuan University, Lanzhou University and Shandong University. According to the manuscript, the journal will briefly introduce the schools and winners who set up the scholarship of the Chinese Academy of Sciences in stages and use them as the generation and publication of the column entitled “The Voice of the University”.
