政策制定与执行分开是近30年来英国、新西兰、新加坡等发达国家和我国香港地区在新公共管理观指导下进行的行政改革的特色内容之一。我国内地的行政改革也在探索这种体制模式的价值和适应性。其中20世纪90年代海南洋浦和21世纪初深圳的改革试验是两个比较重要的个案。对两者进行比较分析在一定程度上将有助于我们得出需要的结论,为决策提供参考。
The separation of policy formulation and implementation is one of the characteristics of the administrative reform under the guidance of the new concept of public administration in the developed countries such as Britain, New Zealand, Singapore and Hong Kong in the past 30 years. Administrative reform in the interior of our country is also exploring the value and adaptability of this institutional model. Among them, the reform experiments in Yangpu, Hainan Province in the 1990s and Shenzhen in the early 21st century are two more important cases. To some extent, the comparative analysis of the two will help us draw the conclusion we need and provide a reference for decision-making.
