当前化工行业内,不少企业处于步履艰辛的困境。从表面看,这些企业存在着活力不足、亏损严重、投入不足、产品滞销等众多问题。有些企业的贷款增长远远超过销售和利税的增长,一些亏损企业已无法从银行中获取贷款,陷入生产难以为继的困境。当然由于各企业的具体情况不同,造成困难的主客观原因亦会有所不同。但从总体看,大都与“产品市场”和企业管理的好坏休戚相关。如深入调查分析一下,当前企业陷入困境的主要原因是在机制、管理和产品发展等方面与市场衔接不紧、不相适应所致。 在深化改革过程中,议论较多的是机制转换问题,但机制如何转换在指导思想上亦有一个如何适应市场的问题。例如有些企业内部的决策机制不健全,信息不灵,从产品开发、项目建设到生产经营缺乏对市场的灵活应变能力和不断跟踪
